Degree of Administrative Competencies Availability for Applying Organizational Learning among Hafr Al-Batin Governorate Primary School Leaders

Because of organizational learning role in achieving educational institutions’ goals through promoting values
and attitudes that can be reflected into actions and decisions that can drive the institutions towards innovation and
excellence there is a need for highly professional and effective leaders who can influence, aspire, and promote
individuals to uncover and develop their capabilities to benefit the educational process via organizational learning.
This study aimed at identifying the availability of required competencies degree in school leaders needed to apply
organizational learning to benefit from its dimensions and operations in addition to detecting any statistically
significant differences between the study sample members’ response due to qualification, specialization, and
experience years variables. The work applied descriptive survey approach to achieve these objectives. The study
sample consisted of (288) primary school teachers in Hafr Al-Batin representing 33.6% of the study population.
The researcher prepared a questionnaire to measure the availability of administrative competencies among primary
school leaders to implement organizational learning according to the Senge model for organizational learning. The
study instrument was subjected to accuracy and reliability test before its application.
The results showed that the competencies of school leaders to implement organizational learning reached a (very
high) practice level from teachers’ view in all dimensions. The results also showed that there were no statistically
significant differences between the sample members responses for all variables. The study recommended providing
material and moral support to school leaders in order to maintain their high level of administrative competencies
to continue the outstanding performance. It also recommended that all educational institutions and the Ministry of
Education should be linked in a unified information network to achieve organizational learning and facilitate the
exchange of knowledge and expertise to achieve continuous professional development of workers in the field of
education.
