The Role of Competencies in Applying Human Resource Management Practices: An Applied Study on Saudi Ministries

Abstract

This study aims to explore the role of the competencies of human resource (HR) employees in applying HR practices in Saudi Ministries. This study will be from the viewpoint of 75 HR leaders. In this respect, a questionnaire was designed using the descriptive-analytical method. The study showed that competencies were available for employees of HR departments with an intermediate mean degree of 3.16 and that the competencies have achieved close-range results. Also, the study showed that the Ministries applied an intermediate degree of HR practices (2.75), except for the application of HR developmental practices, which was a low application (2.38). There is a strong positive correlation between the dimensions of competencies and the implementation of HR practices, having a coefficient of (0.86). In-depth analysis shows that in applying HR practices, there exists a statistically proven influence on the two dimensions of ‘legislative analytical and strategic participation skills’. Therefore, the recommendations proposed will contribute to investigating the professional competencies by developing a strategic plan to improve them within essential guarantees. Besides, the Ministries should apply HR developmental practices along with their essential components. Finally, electronic systems, regulations, applications, and programs should be assessed using comprehensive evaluations.
