Abstract

The position of minister is one of the important administration posts that was highly regarded during the Seljuk rule. Appointing ministers in the Roman Seljuk sultanate was one of the tasks that can only be done by the great sultans themselves. When the sultan's authority became weak, princes and the army leaders performed appointing ministers. After the Mongols occupation of Anatolia, the Mongols' emperor performed appointing ministers. This study shed light on the Seljuk ministry conditions in the Roman territories. It also presents the most important Seljuk ministries that ruled during that era. The principles of choosing and appointing the ministers were also discussed. Moreover, the study revealed the skills of the Minster's in different fields such as the administrative, financial experiences, ability to lead the army, and their proficiency in diplomatic missions, embassies, and treaties approval. The main findings of this study indicated that ministries neglected their duties in serving the sultan, they also practiced their military, financial, and managerial activities till the end of the Seljuk era and the fall of Sultanate for their own personal benefit.
