The Caliph "Omar Bin Abdulaziz" Policy for Combating Financial and Administrative Corruption

Abstract

The rich reforming experience of Omar Bin Abdulaziz and his struggle against all types of corruption deserves study and analysis to extract lessons and morals that can assist in fighting corruption and limit its spreading in all administrative and financial establishments. This study aimed to highlight the Caliph’s financial and administrative policies, by which he was able to correct the people status and redirect them towards proper path. Further, the study aimed to elucidate the possibilities of using his policies and achievements for recent era corruption combat. The work is composed of an introduction, preface, and three sections. The introduction covers the significance of the topic together with its purpose, objectives, hypotheses, literature review, and chapters of the research. The preface includes definition of financial and administrative corruption, its manifestations, and Islamic attitude towards corruption. Furthermore, the first section presented Omar Bin Abdulaziz and his Caliphate. The second section discussed his policy in combating financial corruption, while the third section related his policies against administrative corruption. The study revealed the reasons that encouraged Omar to apply these correctional actions and its positive effects on political, social, and financial issues. In conclusion, the policies of Omar Bin Abdulaziz for combating financial and administrative corruption were fruitful and achieved its goals at all aspects of application. Omar applied these policies on himself, his family, and his employers and governors. Key Words: Correction, Corruption, Nazaha.
