The Role of Facilities Management in Activating Public Participation in the Process of Developing and Upgrading Informal Settlements in the Cities of the Kingdom of Saudi Arabia

Abstract

The informal settlements are one of the most important urban problems in the cities of the Kingdom of Saudi Arabia, despite the great efforts that have been made to handle them, but the problem still exist and it is the obsession of authorities at all levels to work to find effective solutions and appropriate ways to reduce and control the spread of informal Settlements. By looking at the studies and research carried out in this area, we find that the problem is multi trends and pivots (urban - environmental - social - economic - administrative and management) can not unilaterally handle the problem without the active participation of all relevant parties, notably public participation of the inhabitants of the slums and who represent them in the official forums. Because public participation in official decision-making is recent in the Kingdom of Saudi Arabia it was necessary to highlight the importance of public participation, its positives, the obstacles it faces, and its success factors in general and in Saudi Arabia in particular, the research also discusses public participation mechanism and main participants partners in the process of developing and upgrading. The research shows the powerful role of facilities management in organizing and managing the process of developing and upgrading among the strategic planning level and the operational planning level of the city by activating the role of public participation, coordinating with various relevant parties, and link them with the decision-making levels (Emirate and councils emanating from them) and the sources of service delivery (municipalities and government departments) to ensure the efficiency of the developing and upgrading to satisfy the population and authorities.
